Could my ISP be capping my torrent downloads?

I've had over 800kbps on torrents, but suddenly it's capped at 30kbps. All my settings are ok and torrent got thousands of seed/peers, I should be downloading over 800.

I've heard ISP can cap torrents is that true?

Its quite odd cuz ive never busted my limit of 60GB/month and right now im just at 15GB this month...
 
yes they probably are. it would be in there fair usage policy, any P2P software or heavy users that persistantly download will have there bandwidth capped so other customers are not effected.

basically you will get a letter about it, and pretty soon they will tell you to either cut down your usage or leave/be cut off.
