Digital DVD decoder for XP sent by Email, question.?

Please help, I’m not great with computer stuff.

On EBay they are selling what they call a digital download DVD decoder via email, as low as $1.99. The feed back from buyers are pretty good.

I want to use the download for my other computer that is not connected to the internet. How would I get it from my email to my other computer, if that's possible? Can I copy it onto a blank CD or DVD and download on the other computer?

You don't have to pay for that...All you need is an Mpeg2 decoder to view DVDs...Or so I thought....

Search and download "Microsoft Windows XP Video Decoder Checkup Utility"
 
from the description it is intended to help Windows Media Player to play DVDs. I don't think WMP needs any such help, but if it did, I wouldn't bother. Just get the free VLC player from http://www.videolan.org/

the download is small. to get it to another computer which isn't connected to the internet, sure you could burn it to a CD, but that seems like a waste. don't you have a USB thumbdrive?
