do all android phones have access to Google Play?

I know this is probably a stupid question but some androids don't list Google Play or android market in there specs so is it available to all android phones or only the ones that say so. Thanks in advance

Yes it's like android's version of apple's app store so they all have them.without it you cant get apps so all androids would need it.

simply Yes. I don't think that what that guy said about some tablets not having a license to put it Google play on is correct because then the tablets wouldn't be able to get Android in the first place and what they would be doing is illegal.

All Android phones have Google Play, but not all Android tablets do. Some cheap no-name tablets are not licensed by Google to carry Google Market on their systems, so they are supplied without the Market on them. It can be downloaded via third party sites, but this is unnecessary on a phone.
