Do all religions have a prayer/spell for rain?

I know Christians and Muslims pray for rain, they get into the newspapers (letters to the editor) whenever a drought breaks, claiming it was them who did it. And shamanistic religions seem to be based around such abilities. After all, it's a pretty important concern for agricultural societies (including our own).

It would be believable if they said they were going to do it before it happened, and not after.
