Do I NEED to connect the optional DC power supply in order to transfer data at

USB 3.0 speeds? I just bought an IO Crest USB 3.0 Express Card to use with my USB 3.0 External Hard Drive. The express card has an "optional" DC power jack. I installed the driver for Vista that came with the express card, plugged in the express card, plugged in my hard drive to the 3.0 port on the express card. The hard drive light is flashing indicating that its getting some sort of power, but won't show up on my computer. Is this "optional" DC jack necessary in order to use USB 3.0? If so, do I just connect the DC jack to one of my other USB 2.0 ports?
@IBMGuy Do I just get a 2.0 USB cable with a DC connector and connect it to one of my 2.0 ports?
