Do Quebec renting laws protect against smoke traveling into another apartment?

Hi, I live in an apartment and I notice lately that the apartment bascially smells like a smoker lives here. No one smokes but it really does smell like someone does smoke here.

Do Quebec renting laws protect against a situation like this, since the quality of air is not good. What can be done?

Is Quebec an English speaking part of Canada? If not who cares, they do not respect the English speaking part of Canada why should we respect them?
