do you have to add water to frozen fruit when cooking it in a pan?

well i'm making jam, and i'm using frozen fruit. the recipe says to put lemon juice, water and fruit in a pan to cook, but only adding water depending on the type of fruit you're using. the recipe lets you use either fresh fruit or frozen fruit, but doesn't say which you add water to. i figured that frozen may not need water because it's got plenty in it from being frozen, but i'm not sure. does anyone know?
