I think to a degree he has. When you look at how many fines Harrison has, its way above the average fine total for a season. He already has $125K worth of fines. If anything Goodell is using him to make an example, and I think he's over doing it. The hits that Harrison has had over time were not all flagrant hits, and they were not all clean. I think what we have is a misunderstanding on Goodell's part of how to address this issue. Fining a player excessively only does one thing, it makes him angry and it doesn't decrease the amount of hits. It actually does the opposite. I do think some hits Harrison had were unnecessary. But to his defense, not all were flagrant. The point is, Goodell is using Harrison as an example for other players to see what happens when you don't comply with his rules. Its a bad way to go about it, because you don't have a guideline to show players how to avoid those types of hits.
