I don't consider your example to be a rant. It is more of an explanation and a statement of position.
I consider a rant to be a tirade composed of half-truths and falsehoods for or against some idea, thing, or person. Many political speeches are rants and turn me off (leave me unenthusiastic about the ranter).
I don't mind someone taking the time to explain something, as long as it avoids the use of half-truths or strawmen (false statements). If the material has references, all the better.
But for short, concise responses to questions in forums like this, I don't think either a rant or a long-winded explanation is necessary (and I'm guilty of doing some of this, myself).
