Does anybody know why my bluetooth headset has analog static in it?

it only does it when it gets far away from the phone or the battery's low. almost likeany normal analog radio would act .. isnt bluetooth digital? please help thanks
but digital dosent give static for weak signal .. white noise is caused by interference from other sources .. with digital its all or nothing right?
