Bored in the office and I can't think of anything to do. But why is it I'm always reminded of everything I've ever wanted to do at 3AM?! Every damn night.
 
It's not a joke. He's sharing an observation with you. He has insomnia and as he's lying there awake his mind is flooded with memories and regrets.
