A scientist accidentally travels through time or through another dimension and ends up in a land much like that where he came from. Trapped in this new world, he takes a job teaching physics. All is well and he becomes resigned to staying there for the rest of his life until suddenly, inexplicably, everyone begins to repeat a nonsensical war slogan. War fever increases to a fever pitch. At the end of the story, the scientist manages to return to his own world, again, apparently transporting himself there accidentally.
I read this story several years ago, lost the anthology in which I read it, and have been trying to find it again ever since. Any clue would be much appreciated.
