does god punish sinfull behaviour with something bad?

I don't acyually know if I believe in god or not but I am looking for opinions/thoughts on whether or not god punishes sinful behaviour with something bad happening in that sinners life?so say a person stole something, would god punish them by not letting them fall in love or something like that?also does it make a difference to the answer of this question if the sinner is a believer or non believer?thanks
