Does roaming charges (cell phone) also exist in countries like USA, japan, UK, etc.?

Does roaming charges also exist in those countries? By roaming, i mean that if you go to another state/province/prefecture in your country (ie not the state where you bought the SIM card), you will be charged extra money for making calls, as well as for recieving calls too! (incoming calls would have been free if you were in your native state/prefecture)
 
It depends on the Carrier. I have T-Mobile in the USA and I have unlimited talk/text/web anywhere in the USA no matter which state. When I go to a different country, I simply swap out SIM cards and use one from the country I am in.
