Does the china made Blackberry storm 9500 has the same function as the original one?

I have seen one,
but i would like to know, whther the chat tool is same as Blackberry with some code.

Please help me, if it is same, then i want to buy one. its cheap. will they provide with the 4 digit pin code, the mobile costs around $100
