Downloading Blackberry apps on wifi?

I have a BB Bold 9700 on Bell (Canada), and I only have a social plan, not a data plan. However, I use the wifi on my phone quite often (school, library,home, starbucks), the thing is, whenever I turn of data so I don't get charged a bagillion dollars, the BB App World thing does not work...meaning that I can only access/download apps on data not wifi? Is there any way around this?
