Downloading question. please help?

When I watch movies on my Packard bell laptop that I've downloaded it works perfect but if I'm downloading at the same time the video I'm watching starts to freeze and stutter. As soon as I stop downloading it goes perfect again. This never used to happenen no matter how much stuff I was downloading the video playback was unaffected. I seem to have pleanty of spare memory and I deleted cookies but still I have this problem. Any idea how I can cure it please ?
 
Empty the temporary locations, files stored in the Recycle Bin, defragment the registry and block the startup programs to make your computer faster.

A) Empty the Temporary Locations:

1. Click Start, point to All Programs | Accessories | System Tools.
2. Click Disk CleanUp.
3. Select a disk drive, and press ENTER.

B) Empty the Recycle Bin Contents:

1. Right click the Recycle Bin icon on your desktop.
2. Select "Empty Recycle Bin" option.

C) Defragment the Windows Registry:

1. Install Reginout Registry Defrag.
2. Click Analyze button.
3. Click Defragment Registry button.

D) Block the Startup Programs:

1. Click Start | Run.
2. Type "MSConfig" and press ENTER.
3. Click Startup tab, disable the unneeded programs. Click Apply.
4. Do the same thing for the items shown int the "Services" tab. Click Apply | OK.
