Emerson bluetooth headset em228 won't go on Pairing mode?

I don't know how to use the Headset Only how to turn it on. When its left on or off and I let my phone search for new device(I turned on the bluetooth for my phone) It won't find it! Not even my ps3.. I want to talk to my friends with it but I don't know how to use it! Please help. ASAP!
 
turn on 228 then push power and both vol control buttons at the same time and hold them until red and blue lights flash then have other device search for 228 when located but in code.
