No. "Whom" refers to the object or indirect object of a transitive verb: your sentence lacks any.
I assume you meant to say, "whom the prophecy foretold" or "who made the prophecy."
Prophecies can be made, but not, I think, "envisioned", although a prophecy can be conjured up in some one's vision..
