In everywhere: Target, BestBuy, Fry's,... I see "Far Cry 3 PC DVD Online", I can't find out Far Cry 3 without "Online". I don't know if it can be played offline? Thanks!
You have to activate it first (Via Uplay) and then after that you can play offline, without that you can't even install the game, unless you download a cracked/Pirate version of the game which i won't recommend.
