For t-mobile mytouch 4G do you have to pay for video chat if there is no wifi?

I am gettinng the Tmobile mytouch 4G, and I was wondering if I decided that I wanted to video chat (facetime, skype, or/and tango) and there is no wifi, do I have to pay?
I understand you can videochat without wifi, but do you have to pay?
