Forum/site that offers free Manga/Anime style drawing advice and red-lining?

I'm trying to improve my dismal skills when it comes to drawing so I can actually draw my manga without worrying about having to wait on someone else, but I was wondering if there is a free sight out there that will give you pointers, tips, and maybe even red-line my work if I were to upload it?
