Fuse # 13 1993 Dodge Caravan, keeps blowing out?

Okay, the panel cover says that fuse #13 is for the rear wiper motor and that did stop working when I turned on the rear wiper a few days ago.

I replaced the fuse and the wiper returned to the home position but it was blown again.

But now, the fuse blows out when I just turn on the ignition without running the rear wiper.

What does this suggest to anyone? Is the fuse protecting other circuits? What else could cause this?
 
That circuit has a short in it, and it must be repaired. Either in the wiper motor or the circuit to it is shorted.
