Has anyone been hearing this on the phone while talking to a representative lately?

I noticed that for the past 5 years every time I speak to a Rogers or Bell Canada representative on the phone, I hear some loud background noises of people talking, some furniture noises, doors slamming, etc..., and we have to shout back and forth for me to ask questions and he/she responds with some answers while all the racket goes on in the background.

Is this supposed to be a real noise or is there something suspicious behind this? I wonder because I hear no background noise when talking to a telemarketer who seem to work in the same kind of office environment. My niece used to work in one of those telemarketer office buildings where all the workers are busily working in the same large room, and yet there is no background noise around when she is on the phone.

Is it possible that Bell and Rogers have set up some fake background noises that were pre-recorded to fool their customers into thinking they sound awful busy, or perhaps their office was set up differently?
