help! bluetooth on my comp and cell?

i have a toshiba satellite comp and a lg ux 260 (rumor) cell phone..they both have bluetooth and i know how to work my phone bluetooth but on my comp it says i have to install bluetooth drivr and it starts that but then it stops and says "plese plug in the bluetooth device" and i dk what that is! ...please help!!!...im doing this bc i wanna send ringotnes from my comp to my cell
