Honda C90 will not start.?

I have a Honda C90 and cannot get it started. The ignition light is not coming on. I have tested the battery and the main fuse, both are good. I took the headlight out and tested the ignition switch and it seems to be good.. There is voltage coming into the block under the headlight. I am confused. Anyone got any ideas?
 
This happened to my buddys ct90. make sure u check all of the wiring and that your wires are getting good contact.
