How can I activate a Verizon wireless phone?

My brother has the first iPhone 4 and he just bought the new iPhone he gave me his first one. Can I activate this iPhone to another company except t-mobile or Verizon? It doesn't have a sim card
 
Nope, you can't activate the iPhone to another company. It can only be activated with the company that issued it.

You can easily activate it by dialing Star 228
 
the iphone will only work on the verizon network. if you'd like to activate it, then you can call verizon or dial *228 ("star" two, two, eight) and set it up.
