do i use photoshop? and if i do how do i get those effects? do i have to pay for those types?

Photoshop would be best.

Go to DeviantArt for a bunch of awesome actions that make various effects on photos. They're all free, however, some authors want you to credit them for their hard work helping you do this, so make sure to read what they say.
