if the title is still in her name, it's going to be virtually impossible for her to transfer it to another owner. you need to have the title transferred to your name at a notary, but you need her signature to do this.
 
I am now taking care of my sister'car. She has gone to Korea, and she is not coming back.

She want me to sell her car.

What paper works do I need to do?
