How can I travel with frozen empanadas?

I have frozen empanadas filled with a precooked chicken and chorizo filling, but the dough was raw when put in the freezer. I need to take them to a friends house, but it is an hour's ride away. I was thinking about wrapping the little empanadas in plastic wrap, then in a layer of parchment paper (for insulation) and then putting the entire thing in a plastic freezer bag. Then, putting the whole thing inside another plastic freezer bag filled with ice packs, to separate the two and keep any condensation from the packs from wetting the food inside.

Will this work? I just want to keep the empanadas from defrosting too much so I can bake them right away when I get there, but I don't have a cooler or a lot of room to transport them in. Any adivce would be appreciated to keep the food very cold and safe. Thank you!
