How can you change the homescreen background on the iphone 3gs (with 4.0 OS)?

So I have read how to do it, but when I go to change the background I am not given the opinion to set it as a homescreen or lock screen. Only wallpaper changes.

Also while on the topic, the multitasking change added, also does not work.

Suggestions?
Just so I don't get a lot of em.

I have done the NORMAL things to change your wallpaper (both through photo viewer and settings) But no options are available.
 
1.) go to settings
2.) Go to wallpaper
3.) Select the picture you want
4.) Press set as Home Screen
