How come I feel cold all the time?

Well not all the time but most of the time I feel cold. For example, when i was freezing my butt off this morning and getting the chills and goosebumps started showing I asked my mom to put the heater on but she said it wasn't even cold. It happens in he summer time too. I feel cold right now! I just want to know how to stop being cold all the time.
