How do i bluetooth pictures from my camera phone to the new laptop dv4-1548dx

it is the new HP laptop w/swirls? I just bought a brand new laptop and i have none of my old pictures atol so i went to bluetooth
my camera phone pics but when i went to do it nothing comes up as my computer on my phone so how do i turn the bluetooth on, on my computer? PLEASE HELP!
