How do I create an ID for PlayStation online gaming?

The current page for setting up an account has been offline for weeks. Is there any other way to create an ID and get online?
 
i think u need to hook up a connection. or u can do it the normal way go to the second to the last column going from left to right then go to sign up for playstation network and just follow it then ur dun
