how do i figure out if my pocket bike is street legal in the state of virginia?

i have a mini bike x19, and im wondering if it's street legal. its a 110 cc engine street bike complete with turn signals, brake lights, low and high beam headlights and a wind shield. here's the link for all the info... www.usapocketbikes.com/x19.
 
It probably won't be but call registration or an insurance company
 
It is street legal provided you add a rear view mirror and license plate holder.

It is considered a motorcycle in Virginia and not a scooter etc. because it's engine is over 50cc.

You need to title and register it and insure it or pay the $500 uninsured motorists fee. You also need an M Class driver license. You'll need to take a motorcycle written and road skills test to get this classification.
