How do i fix the cruise control on a 1994 dodge dakota?

I have a 94 dodge dakota with cruise control that doesn't work. I have checked the fuses and they are all good. Something tells me that it might be the switch on the steering wheel because it's so hard to push down when trying to activate it. Or could it be something under the hood. I know where the cc is located there. In this bad weather my wife has to drive me back and forth 2 hours one way to the va hosp. And by me fixing this it shows my appreciation for her driving so far without it. I'm sure her foot gets tired. It wouldn't bother me if i could drive. So i need some help here guys. Sorry about the caps but it makes it easier for me to read.
 
there is gonna be a little button on your brake linkage.with brake pedal in the full up position(dont press em)you should get a closed switch condition.(with a multimeter on ohm, itll read like less than 1 ohm resistance.i just use my audible signal for checking this.if you have a clutch,itll be similar.oh that switch isnt the brake light switch, and im pretty sure you get a closed switch,but i may have it backwards.anyway just make sure its adjusted so it changes opposite when brake pressure is applied.if you have a clutch, it is not the starter safety interlock.a book will help, but it never lists that, and in my experience with high mileage vehicles, this has always been a quick fix for the cruise.anyway before troubleshooting anything, the system needs to be functional(the systems hardware is intact and working)
