How do I get bluetooth to work on my cell phone?

I've tried on 4 different phones and 2 different bluetooth earpiece and can't get them to work. I must be doing something wrong. I put the phone in discovery mode and try to connect, but the phones aren't finding anything. Again, I've gone thru 4 phones and 2 bluetooth devices. Help!!

some bluetooth from off position you need to hold the button for 5 seconds then it goes into a search mode.
on the phones you need to go to "my devices" then search "new device"
and if u dont already know the password is usually four zeros 0000
