How do I get the Bluetooth to work on my Hannspree sn10e2?

I have the Hannspree 10.1" netbook. It is supposed to be bluetooth capable. F11 has the blue tooth icon and sometimes, rarely, when I press FN+F11 "Bluetooth On" will pop up. I searched my computer for "bluetooth" and found the wincomm folder containing what seems to be everything for bluetooth. When I click on any of the applications, however, nothing happens. Anyone know how I can get my bluetooth to work?
