How do I get the tar build up on the oreck cell?

We live near a parking lot and the exhaust from vehicles has created a carbon/tar based dirt onto the cell of the air purifier and it is impossible to clean by normal ventures. How do I clean this substance off in order for the Oreck to funtion properly once again,.
