how do i put on makeup like a hollywood teen?

ok so next year my mom is going to let me wear make up. i dont have any i want to look like i came from hollywood (or like someone from hollywood did my makeup) either way. i have tan skin (im white and black). tell me everything i need to buy. plz and thank you. oh and if you want to help me with my hair thats great to my hair just hangs there i have shoulder length hair and i dont kno what to do with it. thank you.
