How do they decide who gets a star on the Hollywood Walk of Fame?

I read that they just gave Alec Baldwin a star on the Hollywood Walk of Fame, and he has been acting on TV and in films for decades. I also noticed that some celebrities who have done much less work and much lower quality work got their stars much more quickly. I looked over the HWOF site and it looks like five people meet once a year and vote, but is that all there is to it? Do they look at any objective indicators in deciding who to vote for (such as quality of movie reviews, number of awards won, number of people nominating them for a star, etc.)?
