My college blocks downloading any files with a .torrent extension. Furthermore, after fooling the system into thinking that the file I was downloading was a .txt file and not a .torrent file I ran into other issues. It seems that I can add torrent files to my tracker but I quite literally get 0 peers for all my downloads and have no idea how to overcome this issue. If anyone has any solutions then please by all means let me know.

you could try disabling proxies in your browsers configured (if enabled in the first place) this my bypass the security of your school network

Or (if your school server isn't using a proxies) then you could configure one just "google" on free proxies then put that Information into the proxies box

You can't, as the torrent client is using ports on your college's network that they obviously have blocked with the firewall, and without Admin powers, you can't get past it
