How do you connect a phone to the internet using bluetooth?

So here's my situation. I have a wifi network at home that serves me well. But, there are two phones that I currently have which both can't use wifi which is pretty unfortunate. Since both phones use some sort of sim card which prevents access to the internet via 3g. I have a laptop that can use both the wifi network and bluetooth.
So quite simply, how can I make the phones connect to the internet via my wifi network, via my laptop, via bluetooth?
 
Pair the phone and your laptop by switching the bluetooth on of your phone. Accept passkey requests to Yes. Then on Pc Suite of cell phone connect your phone to the intenet. A passkey enabler should appear. Click Yes and an connection will be established via bluetooth and your phone and browse the net.
