How do you get a cell phone when your dad is so fussy about it?

I want a cell phone but does my dad care? NO!! I'm not bad or anything I am really sweet and nice. I tried to clean and be perfect one day and at the end of the day I asked still no!! I ask him every 4 months :( I don't get it why won't he let me have a phone I'm 10 going on 11 really soon. My friends have one. They are always calling each other.
I really hate when we get add a line and get a free phone ads. He still doesn't give a crap!! Please HELP ME!!
