How do you initiate a bluetooth connection to another phone with a motorola razr?

I'm not that bluetooth-saavy (my old phone couldn't play mp3s so I didn't bluetooth off of it), but I recently got a new Motorola Razr v3a. I was wondering how to initiate a connection with another phone. I placed my old phone right next to my razr and turned both bluetooths and visibilities on. Then I used my razr to search for devices. It didn't find my old phone, but my old phone found my razr. I tried several times with the same results. I know my bluetooth works, because I got a song from a friend's phone. But it seems to me that the other phone has to ask to connect with my phone, and never the other way around. Is this supposed to happen?
