How do you install the OEM front license plate bracket to a 1998 Mitsubishi Eclipse?

The car has never had a front plate on it before.
I have the bracket, bracket supports, bracket braces, bracket grommets, and bolts.
Where do I drill the holes? I'm looking for detailed instructions. I don't want to mess it up.
