How do you make a moving water bottle car with an attached handheld fan?

For my physics class, I have to build a car that will travel 5 meters faster than the other cars in the class. The energy must be supplied by a store bought, battery cooling fan. The body of the car must be a 20 ounce bottle. The bottle can be altered as much as desired as long as the original bottle can be recognized. The wheels must be attached firmly and cannot come off during the race.

1. 5 meters per what? 2. Fans don't produce power, except wind turbines.
