How do you remove an exhaust bolt on a 2002 Nissan Sentra?

I have a car that has the head of a bolt snapped off. It's the one at the top, kind of hard to get to. How would you fix it? Remove the other 2 bolts? What if they snap? Can you do it in a way that those ones won't snap off?
Also, how do you change the lower ball joints on those? It looks fairly easy to get to?

try to tighten the other 2 bolts some then loosen them. sometimes that will work. if the ball joints are pressed in then you need to have the old ones pressed out and the new ones pressed in.
