How do you take those pictures on bridges that show the cars lights?

I know you turn the shutter speed way low. But how low should I put it? And normally when i take pictures this long, they just show up black. And I know that I need a tripod too, so thats not the problem. I have a Pentax K-x by the way. So if you can give me the steps on how to do this that would be great.
 
You need to adjust it to stay open longer. I am not sure by what you mean by "way low", if you are setting it to something like 1/100 or "lower", then it makes sense that you are getting a black image. You need to set it to something like 2 second or even higher depending on the ambient lighting and your ISO setting. Given the effect you are trying to capture, it would be worth setting a lower ISO and leaving the shutter open longer to reduce some grain.

I have taken these images at around 8-10 seconds before. Anyway, you need to keep the shutter open for at least a few seconds. Set your dial to Tv and crank it up.
 
Its going to depend on the amount of ambient light, how many cars there are, etc..
Try bracketing your exposures. Start at 1/2 a second and go from there.
 
Well teh question is what kind of camera do you have?
A DSLR does the light car steaks
if you aheva point and shot your most likely not going to get teh affect you want
but set the camera at ISO 100
and the lowest you can lower your shutter spead
and turn the flash off
