How does a DVD 'screener' differ from the post-theatrical-release DVD?

screeners do not have menu systems, special features or extra commentary/audio tracks, screeners also have a disclaimer subtitle that pops on the screen every 20 mins that says: 'Not for sale or distribution Property of Paramount etc'
If it is a true DVD sceener and not a VCD that has been burned to a DVD disc then the image quality should be the same as a retail release
 
So I got my hands on a dvd screener, that says not for sale or rental, street date 03/27/2001. Will it be different from the dvd if I went and bought one from the store?
